I'm not a lawyer (just a fellow developer), but that's my understanding
also.

I think you, as the author and copyright holder, can have as many licenses
on it as you like, allowing users to choose whichever works best for them
(but they can't mix & match parts of the different licenses).

I typically just throw on an MIT license for my own open source stuff, but
I guess dual/tri-licensing with GPL 2 & 3 as well would allow more copyleft
projects to adopt them as well. I'll think about that in future.
