they should, but they don't. Some of them have their own code for resolving. 
Some of them ignore nsswitch.conf. I don't know what host, ssh and ping in 
particular do, but I remember being caught out on this a long time ago. 
There should only be one mechanism for resolving and it shouldn't be done 
by the apps. These sort of problems should have been sorted out even back then.
