Sounds like it is just the opposite: nmap from an external host shows the ports open but the AT&T tech sees them as closed. It would be pretty humorous if someone did screw up the firewall rules this badly.
My only actual advice is to get a better modem and router. Combo devices like this seem to always cause grief.
