What is the IP of the router on your network? Is it indeed 192.168.1.1? Is
there another device that has 192.168.1.249? This is easy to check: just
switch back to DHCP and ping that IP address.

When you use a static IP, can you ping 192.168.1.1? Can you ping any other
host on your network? What does traceroute to 8.8.8.8 look like?

em1 would imply that there is an em0. What other network interfaces are
there on this machine?

I don't think the problem is with reaching DNS but more with reaching
outside of your LAN.
