I think you would find it hard to beat a simple VOIP solution like
http://callcentric.com based on the monthly cost. The upfront costs
would be small number of Cisco SPA1xx, approx $50 each, some cordless
phones, and $9 for Callcentrics Office Unlimited incoming phone number
(comes with 3 channels/extensions).
