Install and configure: smokeping

Smokeping provides easy to understand latency/packet-loss graphs.

Setup smokeping to ping: your gateway, your modems gateway, the next hop, the DNS server.

Dividing the tests up like this will help isolate the congested/ oversubscribed link.

My guess would be your modems first hop uplink is oversubscribed.
