The release notes advise running `apt-get upgrade` between those 
commands to first do a minimal upgrade, then use `dist-upgrade` to 
finish the job.

For some older releases the notes have also advised upgrading some 
specific packages before-hand, but that doesn't appear to be the case 
for this upgrade.
