[TriLUG] Blocking a linux laptop (Mint 17) from connecting to an open wifi ap.

Is there a way to block a linux laptop from accessing an open/unsecured/no-password wifi access point?  There's an open onein my neighborhood that's close enough to our house to be accessed and i don't want the kids to be able to connect to it andthereby bypassing our router with parental controls.
