I think this is a serious problem:

It happens a lot and I vaguely recall there was a logical reason for the
configuration but I think it creates a very negative user experience for
our members who fall victim to it.

Even if Mailman is correctly configured it is unacceptable. When the email
says it is going only to one person, however, publishes publicly instead..
we are violating people's privacy.

Does anyone recall why this happens and how to fix it?
