[TriLUG] OT - cheapest way to keep a phone number?

Hey folks..I have a family member who moved to Japan and we mostly do not
need to maintain her US phone line any longer. However, we would like keep
the number and forward to texts and calls to either her new phone in Japan
or to an online service perhaps like Google Voice or whatever.

Any advice on a cheap and easy way to do this?
