Is the server configured to send them on regardless of the SPAM score?

If so, and if this is the desired functionality, you could consider
using a Sieve filter on the receiving end to put them in a SPAM folder
or even directly into the circular file.

In a multi user situation, it is probably best to err on the side of
caution and pass on messages labeled as SPAM, arguing that it is better
to pass on questionable messages than to reject one that is valid.

I myself, use a combination of must be received from a valid host
domain that you can look up, and RBL lists and found it to be
relatively effective.  Statistically speaking, about 10 percent of the
inbound messages are rejected as SPAM.  

A few years ago, I was having a real problem with SPAM from an adaptive
source that would counter my attempts to block it.  I finally purchased
a subscription to a more cutting edge RBL that was one of the very few
that was blocking those domains.  I considered it a form of defeat to
actually have to purchase a subscription to it, but it has proven
effective at catching the SPAM that others don't.
