A way to get into the conference is to volunteer. From the horse's mouth:

"Volunteer helpers attend IEEE SoutheastCon for free. The Region
Volunteers that you see in registration are regional Leaders whose
registration is reimbursed by the region. We don't handle volunteers
through the registration system. Jason Yao (professor.yaoj at gmail.com )
is our volunteer chair."
