      https://en.wikipedia.org/wiki/Cgroups claims it was a major
rewrite from v1 such that it "has only a single process hierarchy and
discriminates between processes, not threads." Also it has been
supported by Fedora 31 since 29 October 2019 and Centos8. I do not
know if RHES does support it though, but AFAIK none of the other
distros -- SUSE, Ubuntu, Debian, Gentoo -- support it.
