I would disagree. Packages with large dependencies like glibc or core
system packages like systemd would require so many application and
session restarts it is probably better to reboot anyway. I would argue
that it is a dangerous myth that only kernel updates require
restarting.

There is a program called "tracer" that can tell you which processes
and services need restarting after an update, including if you need to
logout or reboot. I know there is a DNF plugin for it. There may be
other integration options for other distributions and package managers
as well.
