When I setup CVS to e-mail for a project I used to work on, this
was indeed the problem with windows hosts.  Basically, CVS
is configured to mail locally, not at the server, and since
the Windows machines don't have an MTA (or possibly even the
mail command, if that's what CVS is expecting) nothing ever
gets sent.

I think, although I don't know for sure, that there is a way
to set CVS up so that the e-mail happens on the server side,
which would take care of everyone.
