Yes, xinetd by default usess "libwrap," the library that reads hosts.allow
and hosts.deny.  You can disable this by including the "NOLIBWRAP" flag in
xinetd.conf (see xinetd.conf man page).  When that flag is set, you can
call tcpd the old-style way if you wanted.
