No, you can nominate him, but he has to accept. 

Reminder - nominations are open until 7-something on the 9th. That's
when we'll actually vote. Send nominations to jonc at trilug.org - and you
must be present to vote. No proxy votes, unless jonc cares to change
that. he's in charge of the election, since he's not comming back next
year.
