What about setting up system shell accounts, but set the default shell
to /bin/false?  That way you can use shadow passwords.

If you set up the Squirrelmail webmail interface, it can optionally use
PAM to let users change their own passwords.

You don't have to use squirrelmail beyond that if you don't want to. 
Heck, someone who is php savvy could probably rip the relevant bits out
of squirrelmail and retool it into a standalone app.
