This is a universal constant.  Affects the JUG too.  The JUG speaker 
list is generally full, but there tends to be
months (the ones in between the beginning or end of a quarter) that are 
less desired.  Managing conflicts and weighting
which speaker talks on what month is difficult at best.  So when 
figuring out who gets the chosen months (beginning or end of a quarter), 
reliability is a significant waiting factor. :-)
