Yes, I would guess that would be the case.

In answer to some of the other people who were saying that the 
programs are wrong, I would just ask them to please show me 
the citation in the LSB that shows their position.  I went 
and looked at the actual source code for cdrecord and found this
little gem:

So, if you have a problem with the location of this file, please take
it up with the cdrecord programmers.  Personally, I figure that if
they wrote the code, and the file location itself is fairly reasonable,
there's no reason for it to be changed.  Also, if it is changed, they
really do have an obligation to tell people that it was changed so 
they don't go bothering the maintainers about incompatible changes 
made behind their backs.
