The workaround I've used is:

rpm -e glibc-devel
rpm -F /path/to/glibc*rpm
rpm -i /path/to/glibc-devel*rpm

and it's worked so far.

I wish more RH packages were built for relocation (namely, the 47362
executables in /usr/bin from the netpbm-progs that mainly clutter up
tab-completion).
