I think that no matter what you choose, you can't really go
wrong. Both Debian and Mandrake will do what you want well.
If this is going to be a long time server (i.e. without X),
Debian might be better since it's easier to update/upgrade,
but if you're more familiar with RedHat, Mandrake might be
easier to get your head around quickly. So, six of one,
half dozen of the other. (Sorry, I realize that doesn't help
much.)
