Someone pointed out to me that I was full of it and had gotten my
explanations confused.  Turns out they're right. :-)

Forget my entire explanation of e-mail addresses.  Instead, you 
need to encode the ascii value of "@" into the string.  Do this
by specifying it as "%40".  So, the url would be:

http://username%40host:membershipnumber@mirrors.trilug.org/...

Sorry for the confusion.  I'll blame it on the bad head cold I have
right now. :-)
