It should be noted that this is not unprecedented legislation.
In the earlier "monopoly" years of Ma Bell, it was illegal to 
connect anything to the Public Switched Network unless it was 
specifically approved by (read: profitable for) the phone company.

Some of the younger TriLUGers may not have lived through that 
particular history lesson.
