Excellent point!  During this time, nobody had a telephone unless it was
purchased or leased (most common) from the phone company.  There used to
be "Phone Stores" run by the Baby Bells all over the country that had
revolutionary new phones like the new touch tone "TrimLine."  Not a
pleasant time, but I think similar legislatioin would run into many
barriers.
