Note that the easiest way to install these rpms is using urpmi.
Try running this command:

urpmi apache2-mod_php mod_php

urpmi will determine all the rpms those rpms require and offer
to install them too.

If you don't have urpmi setup, this won't work, but not to worry,
go to http://plf.zarb.org/~nanardon/ and follow the instructions
there to set up urpmi.

BTW, I'm currently running apache2 and mod_php on Mandrake 9.1
and didn't have any of the problems you're describing.  What
instructions where you using?  With Mandrake, everything should
just work if you install it using their rpms (using urpmi above).
