I am not aware of anything that's currently available to fill the niche 
you require, but it wouldn't be that hard to roll your own with the 
Net::Telnet::Cisco PERL module.  Makes it pretty much a piece of cake to 
interface with Cisco devices programatically from PERL.  Check it out on 
CPAN here: http://search.cpan.org/~joshua/Net-Telnet-Cisco-1.10/Cisco.pm

If you need further assistance in getting the PERL ironed out to use 
Net::Telnet::Cisco, just let me know.
