Highly recommend Mambo (www.mamboserver.com - open source CMS) for
anyone building new websites. It has got a lot of features which you
requested (scrolling text, polls, events, etc), and a simple
administrator module from where you can configure the website. I think
the CHARLUG website runs Mambo CMS. It is very easy to setup and you
can have a site running in 5 mins. There are a lot of templates
available to change the look & feel and you can also build your own
templates if you have time.

You can download required modules from www.mamboforge.net and
www.mamboportal.com.

Requires MySQL, PHP, Apache or IIS.
