[TriLUG] Throttling SFTP bandwidth

What kind of firewall are you using? M0nowall, and many others, have
traffic shaping/data prioritization built in. In m0n0 you can set
automatic rules to share bandwidth evenly or you can explicitly state
which kinds of traffic have a higher or lower priority on the network.
Fun stuff.
