[TriLUG] Local Time Zone won't get off UTC

On Debian systems, run "tzsetup"as root.  It will ask you a
few questions, and then it will create a symbolic link called
/etc/localtime that points to /usr/share/zoneinfo/America/New_York.

If you want a specific user to over-ride the system default
timezone (example: your friend in Germany logs into your
machine here in Raleigh), that user should set his TZ
environment variable to "Europe/Berlin".
