You want easy and you can afford a Mac Mini, I'd suggest going that
route.  It won't process like a dual G5 (being that it is a single G4)
but you shouldn't have any trouble doing most of what you want.  As
for a way to get your VHS/Beta into the computer... here's what I did
with VHS just a few months ago... using a dual G5 (during a brief
period of ownership before returning it for other reasons):

I have a Sony DV... I connected my VCR to the DV and recorded the
video on a tape in the DV, then I used firewire to connect the DV to
the Mac, used iMovie to capture the video, used iDVD to burn the DVD
and it works like a charm, as advertised, easy as pie.  I presume your
BETA has red/white/yellow output as well??  If so, I'd use the same
process.  I'm not sure what you would put in a Mac for *direct* analog
capture, but with a Mac Mini, I don't think there are any expansion
slots... anyone?  Using firewire is my preferred.  DV is easiest to
capture, although yes, it is time consuming to capture to DV then
capture to computer, it made my process painless.

If someone has an ALL Linux solution... that'd be the bomb, but... I'm
skeptical... sorry.
