FWIW, you can specify the size of the data packet:
dam at dam:~$ ping -s 0 10.155.9.8
PING 10.155.9.8 (10.155.9.8) 0(28) bytes of data.
8 bytes from 10.155.9.8: icmp_seq=1 ttl=128
8 bytes from 10.155.9.8: icmp_seq=2 ttl=128
8 bytes from 10.155.9.8: icmp_seq=3 ttl=128
8 bytes from 10.155.9.8: icmp_seq=4 ttl=128
8 bytes from 10.155.9.8: icmp_seq=5 ttl=128
