Does the other end have a slow CPU?  I am not sure how slow it would
have to be to encrypt at only 170K/sec and decrypt at 500K/sec,
however...  IIRC, my 933 Mhz Crusoe laptop can do blowfish at only about
2 MB/sec, the default cipher is even worse.

If that isn't the case, you may have a bad hub, wiring, or NIC :p.  I
would try the easy things first...  Move ports around, that sort of thing.

You have a 10/100 hub, not a switch right?.  Are any of the machines 10
megabit?  Different hubs work differently.  If you have a low enough end
hub with a 10 megabit device plugged in, it could be dragging all the
other ports down with it.  If that is the case, I wouldn't be terribly
surprised if 500 KB/sec is your limit, since the hub would be half duplex.

Someone else mentioned checking for collisions.  If you have a high
collision rate you might want to upgrade to a switch, they are pretty
darn cheap these days.

Someone else mentioned using mii-tool to check the speed/duplex of each
end.  If you really do have a hub and not a switch all the machines
should be set to half duplex.
