I don't know much about Photoshop, but google "photoshop tiff  limit"
turned up this rather old hit

At least back then Photoshop had a limit of 2GB and 30,000 pixels
height or width (actually probably 32,768 or so due to the integer
size chosen for pixel coordinates).
