[TriLUG] Joomla news posting permissions for all users

Ok.  I give.  Any Joomla experts wanna take a crack at this?  I created a
neighborhood site:

http://www.RaleighUniversityPark.org

I'd like all users to have the ability to post news content yet can only do
so as admin.  I found reference to modifying the registration.php file as
follows:

$row->gid 		= $acl->get_group_id( 'Author', 'ARO' );

However, a user still is unable to post news.

Any expertise available on the subject?
