I've had good results with dnsmasq. No need to dedicate a server to it,
just run it on each local machine and point the resolver to localhost.
On Debian at least, the package 'resolvconf' will handle the resolv.conf
setup.

Then use the bogus-nxdomain to transform the hijack back into NXDOMAIN.
