If you saturate your upstream connection, then you're not going to be 
able to send any TCP "ACK" packets, so that effectively chokes your 
downstream traffic as well.

If you'd like to learn more, search for "traffic shaping". Most of the 
documentation for traffic shaping programs (see http://lartc.org/) 
explain this far better than I could.
