[TriLUG] HTML-based help file

We are looking for an application that will allow us to create and maintain a HTML-based help file so that some of our staff can collaborate on the documentation (similar to this: http://help.juniper.net/help/english/5.3.0/online_help.htm#home_cnt.htm). We'd like something with a search and index feature as well though we have a Google Search appliance that we could probably use for that purpose if need be. 

Any suggestions?
