[TriLUG] Cheapo USB hub problem

Has anyone run across this one? I bought some cheapo USB hubs from Intrex; 
they're no-name branded 7-port USB hubs. When I plug them in, they go 
through repeated cycles of connect-disconnect, with no devices actually 
appearing:

Other hubs work fine in the same configuration. The hub shows up as type 
03eb:0902 (Atmel Corp).
