[TriLUG] apache mod_userdir, strange behavior

All,

I can browse to http://xyz/, where host xyz is a server running apache
2.0.52.  I have selinux disabled.  mod_userdir.so is loaded and
configured to serve /home/flast directories, using the ~dir
convention.  Machines on the network pull up http://xyz/ fine.  When
people try to bring up http://xyz/~user, there is no sign of traffic
from tcpdump, in access_log or error_log.  The browser just sits
there.  No traffic seen in tcpdump.  I can browse to http://xyz/user
just fine (though it's a 404).  Once the tilde is inserted, nothing!
There are two other servers with nearly identical configurations not
having this problem.  Any ideas before I really start breaking things
