Chris,

Here are some suggestions:

1> Deny any outbound packets for that MAC address in your firewall.
2> Contact your ISP and see if they see anything in their network for that
MAC.
3> When your phone company says they see the activity, turn off your phones
and see if they still see it.
4> Download wireshark and see what activity you can see on your internet
segment. (Will require a hub)
