Paul,

I don't think you are wanting to go directly to Flash. The way youtube and
all of the other Flash player sites work is that they have a player made
from Flash (.swf format) that gets fed a video in a format that the Flash
understands how to play which is the Flash video format (.flv) and, now,
h.264 encoded mp4s.

I have a suggestion for both the Flash player and the video converter.

For the Flash player, I've had good success with flowplayer (
http://flowplayer.org/), which is GPL-ed player that has clear documentation
and is fairly visually attractive.

To convert the video, ffmpeg has always done the trick for me. It has a lot
of intimidatings argument, but usually something like 'ffmpeg movie.avi
movie.flv' works just fine.
