The laws over ride the HOA/landlords.  They can make suggestions/rules
around it, such as.  Where at all possible dishes and antennas should be on
the back side of the house.  or Dishes or antennas should be attached to the
house, not on a stake in the ground.

I'm on the board of the local HOA, it's come up.
