[TriLUG] Download Timeouts

I'm running Ubuntu Gutsy over Windows 7 using Wubi and my system speed
is great.  However, if I download anything over a couple of megs my
download rate drops to zero until I pause the download and restart.
This happens regardless of the software whether it be apt-get, wget,
or firefox.  My dmesg -tail is showing no nic errors and downloads in
Windows don't have this issue.  Anyone have any ideas?
