I use Bluehost.com and am quite satisfied. Troubleshooters.Com gets about 6K 
visits per weekday, most of them to static HTML pages. No problem. They 
charge me something like ten bucks a month. Their uptime is great -- if 
they've been down I never heard about it. Troubleshooters.Com has been on the 
air every time I checked. They have PHP and MySQL (and Ruby and Rails).

Bluehost mailing lists suck. They throttle list sends so badly that if you 
have a 100 subscriber list it can take over an hour to receive a post. DO NOT 
host a mailing list with over 10 people on Bluehost. But for everything else, 
they're great!
