Sounds like you are running into this bug:

What version of gnome are you running? The afformentioned bug was fixed 
and the fix is in gnome 2.26.3. If you are running something past 2.26, 
I would say there's prob. a configuration setting you can change in 
gconf-editor to get the behavior you're looking for.
