Mike,
1) I can't give you an exact answer but I think it is a udev rule. Or in
your case
the lack of a udev rule.
2) Check this URL out, it has a lot of info on how this works (but is for
Debian/Ubuntu).

3) The next problem is how/where does CentOS do udev rules? (that one I
don't know).
