[TriLUG] OT: Earthlink and ISPs

Apologies if you're not interested in this discussion.  This is a brief 
follow-up.

I got fed up with the observed speeds from Earthlink and went back to 
Time Warner Residential.  With Earthlink I was paying $41/month for up 
to 15 down/1 up.  Most of the time I realized 2-3 down/150 up.  Dealing 
with the Indian Call Center transferring calls to an oblivious TWC was 
too much to bear.  Now I pay the same with TWC for an advertised up to 
15 down/512 up for Road Runner Turbo.  I realize consistent speeds of 10 
down/512 up.

So, it occurred to me that with the same equipment I receive 
significantly different bandwidth allocation.  Is TWC intentionally 
throttling Earthlink connections?
