Late last week, I heard on a local talk radio station during their morning
program discuss this very subject.  They were discussing a recent report
(http://www.dukenews.duke.edu/2011/01/offshoring.html) from Duke Univ.

One of the points that they were discussing was that the cost savings
associated with off-shoring are in reality vaporware once everything is
taken into account.

On the flip side, I know one person whose spouse is a lawyer that works on
labor contracts.  They have been having a difficult time finding work at a
wage they can afford to accept because many firms are now using off shore
labor to do much of the research and then having a state side lawyer
"review and approve" the findings.
