 Some of that does turn off... unless there is something wrong with
your software. I no longer use Chromium while unplugged as it
currently doesn't let the CPU sleep, halving the battery life.

 My next laptop will be a thinkpad X220, or whatever follows it, with
a slice battery. Only charging at night, no wires all day long, sounds
nice :-)
